Saying the words of the intention of prayer with the tongue is not proved by the Qur'an and Hadith nor by the Imams. The heart is not attracted. In order to attract the heart, the latter have given the fatwa that it is better to utter the words of intention with the tongue, so that the heart may also be attracted by speaking with the tongue.
The intention of following and leading in congregational prayers is sufficient in the heart
